Who produces housing strategies, assessments and surveys?

We produce some housing strategies, assessments and surveys, whilst others we produce jointly with some, or all, of the District Councils in Cumbria. Please see the list of strategies, assessments and surveys below.

Cumbria Gypsy and Traveller Accommodation Assessment

In 2013, Cumbria County Council, on behalf of the six local authorities and Lake District National Park, commissioned a 'Cumbria Gypsy and Traveller Accommodation Assessment'. This was in response to Government legislation aiming to resolve some of the long-standing accommodation issues for the Gypsy and Traveller community and to ensure equal access to services. As a result, Accommodation Assessments took place across the country.

Disabled Facilities Grant Policy

The Disabled Facilities Grant policy details the financial assistance that we aims to provide to support improvements to enable disabled occupants to remain in their own home through the use of the Better Care Fund allocation.

District-Wide Housing Need Survey 2018

The District-Wide Housing Need Survey was completed at the end of 2018. The purpose of this study was to gather evidence of the housing requirements across the District.

Empty Property Strategy

We are carrying out a review of the Empty Property Strategy in 2022 and will publish the latest policy when it becomes available.

Home Energy Conservation Act Report 2015

We are uniquely placed to drive energy efficiency improvements in the domestic sector to help make homes warmer and healthier. This involves working to ensure that funding streams, such as the Energy Companies Obligation (ECO) can be secured for energy efficiency measures for local households. We anticipate that ECO, along with the Green Deal and any future funding initiatives, will help to deliver significant energy efficiency improvements.

We are working with partners and local communities to secure funding and co-ordinate area-based delivery through ECO. There is a crucial role for us in ensuring that households are aware of, and understand, other energy efficiency incentives that may be available to them, so that opportunities to reduce carbon emissions are not missed.

Homelessness Review and Homelessness Strategy

The Homelessness Review and Homelessness Strategy documents have been produced in order to firstly understand the levels and causes of homelessness in Eden, and to identify key priorities for tackling them.

We are responsible for managing the response to Homelessness in the District, though the function is contracted out to Eden Housing Association, working in partnership with other public authorities, voluntary organisations and others.

The Homelessness Reduction Act 2017 (HRA17), brought about the most significant change to homelessness law in 40 years. The improved rights of people who are at risk of homelessness, are equally matched with the additional responsibilities of local housing authorities.

Housing Strategy 2021-2O26

The Housing Strategy is a prospectus setting out what we would like to achieve in the next five-years. It is an overarching document which provides a framework for all our Strategic Housing functions and activity. The strategy will form the basis for all our work with our customers and partner organisations. It will inform the development of other important policies for housing in Eden, including Local Plan policies and guidance.

Older Persons' Housing Strategy

We produced the Older Persons' Housing Strategy 2018-2025 jointly with South Lakeland District Council. The Strategy develops plans to help address the housing and related support needs of increasing numbers of older people who are living in our communities. It confirms the commitment of the two Councils to taking an active role in the partnerships which will support these aims and to taking specific actions within our own remits to enable homes which meet the needs and aspirations of the older age groups.

Private Sector Housing Enforcement Policy

The Private Sector Housing Enforcement Policy sets out the Council’s policy framework for dealing with the enforcement of housing legislation.

Private Sector Housing Stock Condition Survey

Our Private Sector Housing Stock Condition Survey was carried out in Autumn 2011. It is concerned with houses that are either owner occupied or privately rented. It gives a breakdown of the common hazards to health and safety found in the houses and general figures of how much it would cost to repair them.

Tenancy Strategy

We have agreed an updated Tenancy Strategy that gives local registered providers of social housing information on how they implement policies relating to the types of tenancies they grant.
