Notice of off-Street Parking Places Order 2016

Notice is hereby given that Eden District Council, in exercise of its powers under Sections 32 and 35 of the Road Traffic Regulation Act 1984, and Schedule 9 to that Act, has revoked the existing (Off-Street Parking Places) Order 2011 and replaced the same with a new Order (the 2016 Order) for the regulation of the off-street parking places provided by the Council. The Eden District Council (Off-Street Parking Places) Order 2016 came into force on 23 July 2016. The Order relates to the following parking places:

The effect of the Order, the charges which will apply, and the restrictions which affect the off-street car parks are set out in the Schedules below and are summarised as follows:

  • In relation to Bluebell Lane Car Park and Sandgate Bus Station Car Park, to extend the maximum waiting period to 168 hours, to introduce season tickets and temporary parking permits and to introduce a charge for a 1 hour stay. In relation to Princes Street Car Park, the requirement of disabled badge users to display a clock disc.
  • In relation to Broad Close, Appleby Car Park, the introduction of a temporary parking permit.
  • In relation to Mansion House Car Parks (front and rear) the introduction of season tickets and temporary parking permits and, on Saturdays only, to introduce a charge for a 1 hour stay.
  • In relation to the Town Hall Car Park, on Saturdays and Sundays only, the introduction of Eden District Council councillor and staff parking permits, temporary parking permits and a charge for a 1 hour stay.
  • In relation to Penrith Leisure Centre Car Park, the introduction of season tickets and temporary parking permits.
  • In relation to Drovers Lane Car Park and Castle Park Entrance parking, the introduction of regulated car parking, as detailed in Schedule 1 below.

A copy of the 2016 Order and corresponding maps may be inspected at the Town Hall, Penrith, during normal office hours on Mondays to Fridays and on the Council's website 2016 Off-Street Parking Order (PDF: 152 Kb / 22 pages). If any person wishes to question the validity of the Order, or any of its provisions on the grounds that it or they are not within the powers conferred by the Act, or that any requirement of the Act or of any instrument made under the Act has not been complied with, that person may, within 6 weeks from the date on which the Order is made, apply for the purpose to the High Court.
