Our Senior Management Team comprises:

  • The Deputy Chief Executive

  • The Assistant Director Environmental Services

Service areas and responsibilities

Responsibilities of the senior management are:

The Chief Executive

The Chief Executive has responsibility for overall management of the Council, its vision and strategy and is also our Head of Paid Service.

The Department of Finance

The Director of Finance has responsibility for this department, which is organised into four sections as follows:

  • Customer Services
  • Revenues and Benefits
  • Financial Services
  • IT Services (part of shared service with South Lakeland District Council)

The department provides a mix of support services and front line services. The main support services are Internal Audit, Financial Advice and Accountancy, Insurance and Risk Management, Payroll, Purchasing, Treasury Management, Creditors, Sundry Debtors, and IT services. The main front line services for this department are Customer Services, Housing Benefits and Council Tax Reduction, Council Tax and Business Rates and website maintenance.

The Department of Governance

The Deputy Chief Executive has overall responsibility for the department, which is organised into three sections as follows:

  • Commercial Services
  • Human Resources
  • Legal Services

The department provides a range of services including: the provision of legal advice and support to members and client departments; the provision of the Council's licensing, the arrangement of national and local elections, personnel functions or human resources, training, recruitment and retention and the provision of administrative support.

Commercial Services is a new section and incorporates a range of services; Community empowerment and support, consultation and communication services. Also included is policy research including development and maintenance of the corporate plan and its performance monitoring.

Additionally, economic development and town centre support and regeneration services including business development and growth, events and produce markets, tourism promotion and support to tourist information centres and cultural services (including Penrith museum).

The Deputy Chief Executive is the Returning Officer for national and local elections.

The Department of Communities

This department is organised into three sections as follows:

  • Environmental Services
  • Planning Services
  • Technical Services

The Assistant Director Environmental Services is responsible for the Environmental Services Section and the Assistant Director Technical Services is responsible for Planning Services and Technical Services Sections.

Environmental Services - This section includes food safety, health and safety enforcement, environmental pollution, dog warden, pest control, housing (including grants), private housing conditions and enforcement, homelessness and social housing services.

Planning Services encompasses planning policy, which involves setting the planning policy framework for the district and managing building conservation policy and tree services, the neighbourhood plan, and developing management, dealing with planning applications and approvals, enforcement and building regulation services.

Technical Services - Since the restructure, this section has been created and provides contract management for refuse collection, street cleaning, grounds maintenance and building cleaning, technical consultancy, facilities management, engineering, parking, land management, land charges services and corporate health and safety. Staff in this section also manage the leisure services contract and sports facilities which provide sport. Additionally, there are responsibilities for participation in the crime reduction, children's partnership and equalities work across the district.

The job descriptions for the Chief Officers are currently being revised to take into account the recent structural and functional changes with the purpose of ensuring that the job descriptions are fit for purpose and will be published in due course.

*The Chief Executive is remunerated under a contract for services and is engaged for a set number of days per year. Expenses are claimed according to the Council's usual policies for employees. The contract sum will be increased by the % increase in the Chief Officers' pay award determined by Council, on 01 January in any year following the implementation of the pay award. The remuneration package for the Chief Executive was approved by Council on 29 September 2011. The contract sum is £65,000 per annum.

The 'pay-multiple' - overview of the Council

The mean (average) average salary is defined as the total estimated salaries payable in 2013/14 for the full permanent establishment (headcount) divided by the Full Time Equivalent (FTE) of the full establishment. The pay multiple between the mean (average) salary at the Council (£24,996) and the highest paid employee (Chief Officer) is 1:2.8. The pay multiple between the "lowest paid employee" (£12,435) and the highest paid employee (Chief Officer) is 1:5.

The definition of "lowest-paid employees" adopted by the Council for the purposes of this Pay Policy Statement is those employees on the lowest pay point in use by the authority. The lowest pay point in the Council and in use by the Council at 1 October 2013 is Grade A; Spinal Column Point 5-6; £12,435 - £12,614.
