Is Eden an Article 4 area?
The whole of Eden is not an Article 4 area, however we do have one area within Eden which is; Alston. Please see the link to our web page:
Do HMOs require mandatory acoustic insulation and the passing of a sound test?
There is no mandatory acoustic insulation requirement for HMO’s. The Housing Health and Safety Rating System would still apply. Hazard 14 Noise, covers Threats to physical and mental health caused by noise exposure inside the dwelling or within its cartilage. Therefore if there is a category one hazard for noise acoustic insulation would then be required under the Housing Act 2004.
Are there plans for a single VOA (council tax) band for HMOs?
The Council does not determine the Band for a property. The VOA will determine if the property should be treated as a single assessment or individual assessments for each bedsit. Generally a bedsit will not meet the definition of self-contained accommodation and HMOs are generally assessed as a single unit.
