The Requested Information

The Homelessness Reduction Act (HRA) was introduced across England on 3 April 2018. Local authorities have new duties to assist anyone who is eligible and homeless or threatened with homelessness. The new prevention and relief duties require councils to ‘take reasonable steps’ to help anyone who approaches them who will be homeless in the next 56 days, and to help anyone who is already homeless, to find accommodation.

I would like to find out more about the households who are owed the relief duty (section 189B). The relief duty applies when a local authority is satisfied that an applicant is homeless and eligible for assistance. Where there is reason to believe that an applicant is also in priority need, the local authority will have an interim accommodation duty under section 188(1) to ensure that the applicant has somewhere to live pending enquiries.

I want to find out more about the households who are owed the relief duty (section 189B) but not accommodated in interim accommodation under section 188(1).

The request

I would like to request the following data:

  1. The total number of households that were owed the relief duty but not accommodated in interim accommodation in 2019 Q1
  2. The total number of adults that were owed the relief duty but not accommodated in interim accommodation in 2019 Q1
  3. The total number of children that were owed the relief duty but not accommodated in interim accommodation in 2019 Q1
  4. The total number of households that were owed the relief duty but not accommodated in interim accommodation as at 31 March 2019 (or closest possible date)
  5. The total number of adults that were owed the relief duty but not accommodated in interim accommodation as at 31 March 2019 (or closest possible date)
  6. The number of children that were owed the relief duty but not accommodated in interim accommodation as at 31 March 2019 (or closest possible date)
  7. If the number of adults is not known: The number of households that were owed the relief duty but not accommodated in interim accommodation in 2019 Q1 by household type (Single parent with dependent children, Single adult, Couple/two adults with dependent children, Couple/two adults without dependent children, Three or more adults with dependent children, Three or more adults without dependent children)
  8. The number of households that were owed the relief duty but not accommodated in interim accommodation as at 31 March 2019 (or closest possible date) by household type (Single parent with dependent children, Single adult, Couple/two adults with dependent children, Couple/two adults without dependent children, Three or more adults with dependent children, Three or more adults without dependent children)
  9. If your council does not hold the specific information described at any question I respectfully request that you provide any information it does hold from which these figures may be calculated. This could include any one database, spreadsheet or word document holding data relating to the number of households owed a relief duty who are not accommodated in interim accommodation. Please share this excluding any information which could be considered personal information under the Data Protection Act.
