Could you confirm the name of the company used to design the Beacon Villages master plan and what the decision making process was in deciding to use said company. Also whether the council at any level knew about connections said company may have had to the Lowther family or Lowther’s businesses.
A formal tendering process was undertaken to appoint a consultant for the development of a strategic masterplan for Penrith. Tender documents were placed on The Chest, which is the North West’s Local Authority Procurement Portal. Responses were received from 17 companies and assessed in accordance with the instruction to tenderers on both quality and price. Officers were not aware at the time about work undertaken for the Lowther Family, however the piece of work undertaken would not have prohibited the company from submitting a compliant tender. The work was awarded to Land Use Consultants.
