Upper Eden Neighbourhood Plan Referendum

In line with the legislation, a Referendum relating to the adoption of the Upper Eden Neighbourhood Plan was held in order to determine whether the plan should become part of the statutory development framework.

The question that was asked in the Referendum was: 'Do you want Eden District Council to use the Neighbourhood Plan for the Upper Eden Area to help it decide planning applications in the neighbourhood area.'

The Referendum area was identified on the map which is included with this information statement.

The Referendum area was identical to the area which had been designated as the Upper Eden Neighbourhood area.

Individuals were entitled to vote in the Referendum if on 2 January 2013

  • he or she is entitled to vote in an election of any Councillor of Eden District Council whose area is in the Referendum area; and

  • his or her qualifying address for the election is in the Referendum area. A persons qualifying address is, in relation to a person registered in the register of electors, the address in respect of which he or she is entitled to be so registered.

The Referendum expenses limit that applied in relation to the Referendum is £2,613.64. The number of persons entitled to vote in the Referendum by reference to which that limit has been calculated is 4,265.

The Referendum was conducted in accordance with procedures which are similar to those used at local government elections.

A copy of the specified documents, that is those documents listed below, were available for inspection at:

  • the Town Hall, Penrith, Monday to Friday between the hours 8.45am to 4.45pm;

  • Kirkby Stephen Local Links, Vicarage Lane, Kirkby Stephen, between the hours of 10am to 5pm, Monday, Tuesday and Wednesday (closed between 12.30pm and 1.30pm);

  • Kirkby Stephen TIC, Market Square, Kirkby Stephen between the hours of 11am and 3pm, Monday, Wednesday and Friday;

  • Heritage and Community Centre, Main Street, Ravenstonedale (formerly the High Chapel) between the hours of 10am and 4pm on a Thursday or by appointment with Mr Chris Elphick, Clerk to Ravenstonedale Parish Council, telephone 015396 20605.
