Rough sleepers (NSNO)

The No Second Night Out scheme is for homeless people sleeping rough. The funding for this scheme came from the Department for Levelling Up, Housing and Communities. This funding has enabled the district councils in Cumbria to work together to meet the needs of rough sleepers in their area.

No second night out aims to:

  • find new rough sleepers and help them off the streets straight away so that they do not fall into a dangerous rough sleeping lifestyle.

  • help members of the public play an active role by telling us about people sleeping rough.

  • help rough sleepers to access a place of safety where their needs can be quickly assessed and where they can receive advice on their options.

  • help rough sleepers to access emergency accommodation and other services, such as healthcare, if needed.

  • help rough sleepers from another area, or country, to return to their local community unless there is a good reason why they cannot return (more information on how we aim to relocate a person sleeping rough can be found in our reconnection statement (PDF: 2Mb / 5 pages).

Rough sleepers are defined as:

People sleeping, about to bed down (sitting on/in or standing next to their bedding) or actually bedded down in the open air (such as on the streets, in tents, doorways, parks, bus shelters or encampments). People in buildings or other places not designed for habitation (such as stairwells, barns, sheds, car parks, cars, derelict boats, stations or "bashes").

The definition does not include people in hostels or shelters, people in campsites or other sites used for recreational purposes or organised protest, squatters or travellers.

Please note we do not have an outreach service that can respond to reports of rough sleepers out of hours. We will always try to follow up on all reports of someone rough sleeping the next working day.
