*The Chief Executive is remunerated under a contract for services and is engaged for a set number of days per year. Expenses are claimed according to the Council's usual policies for employees. The contract sum will be increased by the % increase in the Chief Officers' pay award determined by Council, on 01 January in any year following the implementation of the pay award. The remuneration package for the Chief Executive was approved by Council on 29 September 2011. The contract sum is £65,000 per annum.

The Chief Executive

The Chief Executive has responsibility for overall management of the Authority, its vision and strategy and is also the Council's Head of Paid Service.

The Department of Finance

The Director of Finance has responsibility for this department, which is organised into four sections as follows:

  • Revenues and Benefits
  • Financial Services
  • IT Services (part of shared service with South Lakeland District Council)
  • Customer Services

The department provides a mix of support services and front line services. The main support services are Internal Audit, Financial Advice and Accountancy, Insurance and Risk Management, Payroll, Purchasing, Treasury Management, Creditors, Sundry Debtors, and IT services. The main front line services for this department are Customer Services, Housing and Council Tax Benefits, Council Tax and Business Rates.

The Department of Corporate and Legal Services

The Director of Corporate and Legal Services has overall responsibility for the department, which is organised into three sections as follows:

  • Legal Services
  • Human Resources
  • Property and Contracts

The department provides a range of services including: the provision of legal advice and support to members and client departments; the provision of the Council's licensing and land charges services; the arrangement of national and local elections; personnel functions or human resources, health and safety, training, recruitment and retention and the provision of administrative support. Since the restructure the property and contracts section has moved into the department providing contract management for; refuse collection, street cleansing, grounds maintenance and building cleaning; and technical consultancy, facilities management, engineering, parking and land management.

The Director is the Returning Officer for national and local elections.

The Department of Communities

The Communities Director has responsibility for this new department, which is organised into three sections as follows:

  • Planning Services
  • Environmental Services
  • Communities

Planning Services encompasses planning policy which involves setting the planning policy framework for the district and managing building conservation policy and tree services, and developing management; dealing with planning applications and approvals, enforcement, and building regulation services.

Environmental Services - This section includes; food safety, health and safety enforcement, environmental pollution, dog warden, pest control, housing , including grants, private housing conditions and enforcement, homelessness and social housing services.

Communities - This new section incorporates a range of services; Community empowerment and support, consultation and communication services and web site maintenance. Also included is policy research including development and maintenance of the corporate plan and its performance monitoring.

Additionally economic development and town centre support and regeneration services including; events and produce markets, tourism promotion and support to tourist information centres. Staff in this section also manage the leisure services contract and sports facilities which provide sport and cultural services (including Penrith museum). Additionally there are responsibilities for participation in the crime reduction, children's partnership and equalities work across the district.

The job descriptions for the Chief Officers are currently being revised to take into account the recent structural and functional changes with the purpose of ensuring that the job descriptions are fit for purpose and will be published in due course.

The mean (average) average salary is defined as the total estimated salaries payable in 2012/13 for the full permanent establishment (headcount) divided by the Full Time Equivalent (FTE) of the full establishment. The pay multiple between the mean (average) salary at the Council (£25,192) and the highest paid employee (Chief Officer) is 1:2.5. The pay multiple between the "lowest paid employee" (£12,145) and the highest paid employee (Chief Officer) is 1:5.
