Heart of Eden Community Plan
The Heart of Eden area comprised 12 parishes and centres around the historic market town of Appleby-in-Westmorland. Parishes included: Appleby, Asby, Bandleyside, Bolton, Crackenthorpe, Dufton, Kirkby Thore, Long Marton, Newbiggin, Milburn, Murton and Temple Sowerby.
The Heart of Eden Community Planning Group (now disbanded) was established so that people in the Heart of Eden area could have a more hands on approach to local decision making.
In developing their Community Plan in 2009, the Heart of Eden Group received significant support from us, from Cumbria County Council and ACTion with Communities in Cumbria (ACT). The Group were also supported to bid for money from the RDPE and combined with parish precepts and a Service Level Agreement (SLA) with the County Council were able to employ their own part-time co-ordinator for three years.
Lyvennet Community Plan
The Lyvennet Community Plan Group (made up of communities from Crosby Ravensworth, Kings Meaburn, Maulds Meaburn and Reagill) set up the Lyvennet Community Trust with the aim of delivering affordable housing in their area.
We were key partners in this project, providing a loan to the group as well as donating significant officer time. In addition, the we part funded the specialist support the group received from the Cumbria Rural Housing Trust's Community Land Trust Officer. As part of our rolling programme of housing needs surveys, the area was assessed and the results highlighted the need for affordable housing provision.
The Lyvennet community have also gathered enough finance to buy their own local pub in Crosby Ravensworth.
Upper Eden Community Plan
The Upper Eden Community Plan (UECP) was the result of collaborative working between 17 parishes in the Upper Eden area surrounding and including the key service centre of Kirkby Stephen.

Eden District Council granted the UECP Group £10,000 from its Local Authority Business Growth Incentive (LABGI) finances in February 2009. The Community Plan Group decided to use the funds to employ their own part-time co-ordinator to fulfil a number of actions in their Community Plan that were closely aligned to the Council's own Corporate Priorities.
Once a co-ordinator was in place, the Council's Policy Officer worked with the Group to formulate a simple Service Level Agreement (SLA) which specified what outcomes from their Community Plan would be delivered for the benefit of the community within one year. The Group were then assisted over the year with the monitoring and delivery of the agreed actions.
A number of improvements came from the SLA including the development of free advertising for local businesses, walking programmes being developed to increase visitor numbers and support for the development of a community exchange.
At the end of the SLA term, the Group were supported to apply for Rural Development Programme for England (RDPE) money and agreed a new SLA with Cumbria County Council to ensure the Group's financial continuation for the next three years.
In 2010, the Upper Eden Community Plan Group were chosen as one of three areas in Eden to be part of a Big Society Vanguard.
