Consultation on proposed changes to our Empty Property Strategy

We are reviewing our approach to tackling empty properties. Whilst still being mindful that we can always enforce legislation to tackle emtpy properties, we would like to broaden the range to assistance that we offer to property owners. We are proposing to introduce the following measures. As a member of the public, especially if you reside within Eden, we value your opinion and you are invited to complete a short questionnaire to give us your views.

  1. We would like to offer owners a short term interest free loan. We are proposing a maximum of £15,000 over three years. This will enable the property to be repaired and then to be sold or rented in order to repay the loan. The owner may be in a position to make a profit but at the same time much needed and valuable housing will be brought back on stream. If the repairs cost more that £15,000 the owner will have to take a commercial loan to top this up. If the owner cannot repay the loan after the three year term, interest will be charged at a commercial rate on any outstanding amount.
  2. We would like to help owners of commercial properties to convert them into houses. We currently offer grants only to address empty residential properties. There are properties such as empty pubs and offices that could benefit from this.
  3. We would like to be able to help owners of large empty properties to turn them into multiple self contained units. Typically, a large house could say be turned into 3 flats, all with their own kitchen and bathroom
  4. We would like to help owners of large properties to subdevide them and create an extra unit of self contained accommodation. Typically, an elderly couple in a large house can partition the property to create another self contained unit with its own bathroom and kitchen that they could rent to realise some income.
  5. We would like to help owners of commercial premises to be able to convert them into 'houses in multiple occupation'. Typically, a pub may be converted into bedsits where the occupants may share kitchens and bathrooms.
