Housing Portfolio Agenda: 1 March 2012

A meeting is to be held with Officers at 9.30am, on Thursday, 1 March 2012, in the Communities Director’s Office, Mansion House, Penrith to consider the following matters:

1. Declarations of Interest

To receive declarations of the existence and nature of any personal interests and/or personal interests which are prejudicial in any matter to be considered during the meeting.

2. Portfolio Plan 2012-13

To consider report CD11/12 of the Communities Director (PDF: 109 Kb / 3 pages) and Appendix (142 Kb / 9 pages) which sets out the Portfolio Plan for this Portfolio for consideration and approval.

RECOMMENDATION that: the Portfolio Plan for 2012-13 be approved and a monitoring report be considered by the Portfolio Holder at the meeting in October 2012.

3. Revisions to the Property Types and Tenure in Phase 1B of the Penrith New Squares Development

To consider report CD12/12 of the Communities Director (PDF: 63 Kb / 4 pages)which provides an update on the revised affordable housing property tenure mix in Phase 1B of the Penrith New Squares development which is supported by a £500,000 contribution from the Council.

RECOMMENDATION that: the amendments to the affordable housing element of the New Squares scheme set out in the report be considered and approved, subject to the separate approval by the Local planning Authority of the revised proposal and the making of a formal agreement for the use of the Council’s funding contribution.

4. Lyvennet Community Trust - Allocation Policy

To consider report CD14/12 of the Communities Director (PDF: 119 Kb / 3 pages) and Appendix (103 Kb / 7 pages) which informs the Portfolio Holder of the arrangements and policy in place to allocate and manage the rented units that are under development by Lyvennet Community Trust (LCT).

RECOMMENDATION that:

  1. the contents of the allocation policy and the management arrangements that are in place for the rented units be noted; and
  2. the allocation policy be approved with a further condition that the trust agrees any future changes to the policy with the Council.

The following reports contain exempt information as defined in paragraphs 1, 2 and 3 of Part 1 of Schedule 12A to the Local Government Act 1972 and are restricted from inspection by the press and public.

5. Accredited Landlords Grants

To consider report CD13/12 of the Communities Director of which is attached and which requests consideration of an application for an Accredited Landlord Grant.

RECOMMENDATION that: the application be approved
