And RESOLVED that Councillor Mrs S Orchard be appointed Vice-Chairman of the Scrutiny Co-ordinating Board for the 2011-2012 municipal year.

Scb/3/5/11 Declarations of Interest

No declarations of interest were received.

Scb/4/5/11 Forward Plan - Key Decisions

The Board considered the Forward Plan for the period June 2011to September 2011.

RESOLVED that the Forward Plan be noted

Scb/5/5/11 Scrutiny Co-ordinated Work Plan

The Board considered the Scrutiny Co-ordinated Work Plan which provided information on some of the items for future agendas and the planned dates for scrutiny reviews. Members requested information on the Contaminated Land Strategy and its annual progress review.

RESOLVED that;

1. The Co-ordinated Work Plan and the List of Policy Documents appended to it be noted.
2. The List of Policy Documents be used by Members to make any further suggestions for scrutiny reviews.

Scb/6/5/11 Scrutiny Work Plan 2011/12 - Consultation Report

The Board considered report PP13/11 of the Director of Policy and Performance, which informed Members of the public consultation results following a request for suitable scrutiny topics.

RESOLVED that;

1. the following annual work programme be recommended to the Housing and Community and Environment and Economy Panels consideration for inclusion in their work programmes:

3. The scrutiny topic of 'how the Council promotes alternative energy sources' be added to the list of scrutiny topics for future consideration.
4. The Executive be requested to consider asking the Boundary Committee to undertake an Eden District Boundary Review.
5. Councillor R Howse be nominated to represent the Scrutiny Co-ordinating Board as an observer on the Penrith Car Parking working group.

Scb/7/5/11 Nominations to the Housing DPD Scrutiny Review

The Board considered report PP29/11 of the Director of Policy and Performance, which sought nominations for the Housing DPD Scrutiny Review Group for the new municipal year.

RESOLVED that the Housing DPD Scrutiny Review Group be made up of 3 members from each scrutiny panel, to be nominated at the next meeting of each scrutiny panel.

Scb/8/5/11 Treasury Management Transactions Report: 1 April 2010 to 31 March 2011

The Panel considered report F49/11 of the Director of Finance which summarised the level of Treasury Management activity and performance for 1 April 2010 to 31 March 2011.

RESOLVED that the report be noted.

Scb/9/5/11 Revenue Budget Monitoring: Year to 31 March 2011

The Panel considered report F47/11 of the Director of Finance which provided detail on the quarterly budget monitoring.

RESOLVED that the report be noted.
