Pla/168/01/10  Declarations of Interest

  1. Councillor Davidson declared a personal interest in respect of application 09/0936 (the second application for discussion on the agenda) as he owned property on Clifford Road. This property was some distance from the proposed development and, as he did not feel that his property would be adversely affected, he did not consider that the interest was prejudicial.
  2. All Councillors declared that that they had been lobbied in respect of both items for consideration.

Pla/169/01/10 Erection of Extra Care Apartments for the elderly (over 55) at Park Holme, Eamont Bridge, Penrith for Mr B Armstrong-Payne (09/0820)

Following a visit to the site the Committee considered the above application.

That the application be Approved

A vote was held where there were:

For the motion: 3
Against the motion: 5

The motion was lost.

That the Committee be Minded to Refuse the application as the location of the proposed development was not within a Local Service Centre.

For the motion: 5
Against the motion: 2
Abstentions: 1

And RESOLVED that the Committee be MINDED TO REFUSE the application and to defer consideration of the reason for refusal to a future meeting of the Committee.

Pla/170/01/10  Installation of BMX track with new access road with connected parking, floodlights and fencing at The Crescent, Clifford Road, Penrith for Eden District Council (09/0936)

Following a visit to the site the Committee considered the above application.

That the Committee be Minded to Refuse the application as it was contrary to policies RE1, RE3 and BE15.

And RESOLVED that the Committee be MINDED TO REFUSE the application and to defer consideration of the reasons for refusal to a future meeting of the Committee
