Decision: The Director of Technical Services is authorised to procure the play area equipment on behalf of the Lazonby Playground Committee and supervise its installation on site from the Community Spaces (BIG Lottery Fund) grant funding. In the event that Playbuilder funding is withdrawn or delayed.

Reasons for Decision

a) It is recommended that in the event that the Playbuilder funding is withdrawn or delayed then the Council will procure the play area equipment on behalf of the Lazonby Playground Committee and that a reduced scheme is taken forward from the Community Spaces (BIG Lottery Fund) grant element (£30,000) and that the Director of Technical Services be authorised to continue to procure the play equipment from the successful tenderer and supervise its installation on site.

b) It is considered that as the potential withdrawal of funding is not the fault of the community group, then the Council should continue to proceed as initially planned, albeit with a reduced scheme in line with the confirmed budget.

c) The Council has the in house expertise to supervise the play contract. As the Council will be entering in to a Management Agreement with the Lazonby Community Playground Committee post construction then it would be prudent for the Council to ensure that the installation meets the standards required.
