Pl/124/11/07 Declarations of Interest
- Councillor R H Fisher declared that he had known the family of the applicant of application 6 on agenda item 6e some years previously whilst in business but had been advised that this was not personal or prejudicial.
- Councillor J M Holliday declared that he had received a phone call from the applicant of application 6 on agenda item 6e but did not consider this to be personal or prejudicial.
- Councillor Mrs E Langan declared that she had received a phone call and letter from the applicants of application 7 on agenda item 6e.
- Councillor Mrs G Lumley declared that she was acquainted with both the applicant and agent of application 7 on agenda item 6e which she did not consider to be either personal or prejudicial. The Committee considered report TS156-07 of the Director of Technical Services which requested Members to further consider and provide reasons for the possible refusal of advertisement consent for the display of advertisements following the Committee's decision on 18 October 2007 that it be minded to refuse the application on the grounds that the signage was considered unacceptable in the interests of the amenity of the area.

The proposed advertisements on the building would, by reason of the accumulated impact of their number, size, colour, degree of illumination and disposition have an adverse impact on the visual amenity of this location on a primary entrance route to the historic market town.
Pl/126/11/07 Housing Permissions Monitoring
The Committee considered report TS154-07 of the Director of Technical Services which updated Members on the Council's position in respect of housing permissions against the 'ceilings' contained within adopted planning policy and confirmed the number of planning permissions granted during the period July to September 2007.
RESOLVED that the report be accepted.

- The development permitted shall be begun before the expiration of three years from the date of this permission.
- The development hereby granted shall be carried out strictly in accordance with the details and plans hereby approved (details received on 11 July 2007) and shall not be varied other than by prior agreement in writing by the Local Planning Authority.
- There shall be no direct vehicular or pedestrian access of any kind between the site and the A66 trunk road.
- A stock proof fence shall be erected along the frontage of the site with the trunk road to the satisfaction of the Planning Authority.
- There shall be no development on or adjacent to any trunk road embankment that shall put any embankment or earthworks at risk.
- No drainage from the proposed development shall run off into the trunk road drainage system, nor shall any such new development adversely affect any trunk road drainage.
- If, during the construction works, any unusual ground conditions are encountered, works should cease immediately until agreement has been reached with the Local Planning Authority as to the way forward.
- The development hereby approved shall be used for private equestrian purposes only and shall not be used for commercial livery, schooling or breeding.

- Prior to commencement of the development hereby approved, further detail comprising the following, a section verifying the offset from the centreline of the drain to the M6 bridge piers, measurements showing the depth from the carriageway surface to the invert of the drain, and confirmation of who will maintain the drain upon completion will be submitted to and agreed in writing by the local Planning Authority in consultation with the highways Agency.
