Electoral Registration Application Guidance Notes
The Register of Electors has effect from 2
December 2007. In order to be included in the Register a person
must:
- be resident at a qualifying address in the
area;
- be a British or other Commonwealth citizen, a
citizen of the Republic of Ireland; a citizen of a Member State of
the European Union;
- not subject to any legal incapacity to vote
(age apart);
- be aged 18 years or over by 30 November
2007;
- or have made a Service Declaration, Declaration
of Local Connection or Overseas Declaration.
The Electoral Registration Officer makes and
keeps two versions of the electoral register the full register and
the edited register. Please put an X in the appropriate box if you
wish your name and address to be excluded from the edited register.
The full register lists everyone who is entitled to vote. You can
check it by calling at the Town Hall, Penrith. Only certain people
and organisations can have copies of the full register and they can
only be used for specified purposes. These include electoral
purposes, the prevention and detection of crime and checking your
identity when you have applied for credit. The law says who can
have a copy of the full register and what they can use it for. The
full list of such persons and purposes is given in the
Representation of the People (England and Wales) (Amendment)
Regulations 2002. It is a criminal offence for them to pass it on
to anyone else or to use it for any other purpose. The edited
register leaves out the names and addresses of people who have
asked for their names to be excluded from that version of the
register. The edited register can be bought by anyone who asks for
a copy and they may use it for any purpose.
In accordance with the Representation of the
People Acts, any application to be registered as an elector is
subject to public inspection to allow for objection to the
application to be made. At the end of this period of public
inspection (if no objection has been received) the applicant may be
added to the Register of Electors on the first working day of the
following month. Below is a table showing the relevant dates for

NOTES: The claims period is suspended during
September, October and November for the annual canvass to be
carried out. You should complete the annual canvass form that will
be delivered to your property during September, or if you do not
receive a form contact this office on 01768 817817.
HOWEVER, if at any time during the year
(including the period where claims would normally be suspended) an
election is called, you may apply to be registered up to 5pm,
eleven working days before the election.
