The Penrith Market Town Initiative (MTI) is funded
by Northwest Regional Development Agency (NWDA) and supported by
Cumbria County Council and ourselves.
As well as the town itself, the Penrith MTI area
includes the parishes of Great Salkeld, Langwathby, Brougham, Clifton,
Yanwath and Eamont Bridge, Catterlen, Hesket, Skelton, Castle Sowerby,
Ainstable, Lazonby, Kirkoswald and Renwick, Glassonby, Hunsonby, Ousby,
Culgaith, Milburn, Newbiggin, Kirkby Thore, Temple Sowerby, Morland,
Cliburn, Sleagill, Newby, Thrimby, Little Strickland, Great Strickland
Sockbridge and Tirril and Greystoke, Dacre, Lowther, Askham, Bampton,
Barton, Martindale, Patterdale, Matterdale, Hutton, Threlkeld, Shap,
Shap Rural and Mungrisedale.
Penrith Master Plan
The study will examine how the town is used by pedestrians, cyclists,
motorists and commercial users and then seek ways to improve the town
centre and its open spaces. Consultation events will take place during
the process and the people and businesses of the area will be invited
to provide their views on how they would like to see the town improved.
The resulting Master Plan will be available later this year and will
provide Penrith Partnership with a long term plan to enhance the town
for the benefit of local people, businesses and visitors.

Penrith Market Town Initiative
Background
Penrith MTI is a community-led regeneration scheme
for Penrith and the rural area it serves. Run by Penrith Partnership,
it is part of a strategic and national programme supported in this
region by the NWDA. During 2002, Penrith Partnership carried out a
market town 'Healthcheck' to assess the area's strengths and
weaknesses. Widespread consultation with local people and organisations
was used to develop an MTI Action Plan for Penrith. Work to deliver
elements of that Action Plan is ongoing and the latest progress is
outlined below.
Progress
Funded by the NWDA, this unique study provides
fascinating insights into real life consumer choices and dispels a
number of myths. It aims to provide a better understand of the housing
market and economy of the area and will be used to make recommendations
on policies and actions in the regional planning and housing strategies
to ensure Penrith maximises its potential as a sustainable community.
The NWDA funding has also enabled the MTI to
develop a marketing strategy for the area which will underpin efforts
to ensure that the attractions and amenities of the town and its
hinterland are effectively promoted to visitors, local residents and
businesses.
The Facelift Grant scheme has enabled many
businesses in Penrith and surrounding areas to upgrade their external
fascias to improve the look of the town and the rural area it serves.
The final project to be undertaken is a public
enhancement of Burrowgate, Penrith. Plans are being considered on how
to upgrade the area, and make it more of an amenity.
